No it's OBVIOUSLY "Special Needs Child". Frankly you should remove the image... it is NOT funny... in any way.

@ SenseiC - Try not to be so serious about it.

Yes - we know what the sign really means. But try to look at it from the perspective of maybe a child? Or someone who might be driving past that sign for the first time. A momentary glance at the sign, and it appears as though there is one child in the neighborhood whose birthday it might be. And you are required to stop and play with them, wish them a warm birthday wish, and be on your way.

Maybe this might help explain the idea of posting signs like that.
There is a "slow children playing" sign along my route to work. I know that it means "slow down there are children playing in the area ahead." But that is just to lengthy to put on a sign. So when you read the sign, it takes on a new meaning, like perhaps there are children moving in slow motion up ahead, having a game of kickball.

I have two Special Needs children, and I find this sign funny. Also, I'd rather have the odd phrasing draw attention to the sign than have people just ignore it.

For the most part, I've found that people with SN children have a sense of humor about life in general. So, for what it's worth, this now has a SN children's parent's stamp of funny approval on it.

The world is full of things to find offensive and people that can be offended at anything. It's more worthwhile to find the humor in things than look for offense in my opinion.
